CHRP Caroline Chirchir


Mrs. Caroline Chirchir is the acting CEO and Managing Trustee. Mrs. Chirchir is a seasoned Human Resource practitioner with wide experience in the financial and service sectors. Prior to joining UFAA, she served in senior management positions at SMEP Microfinance Bank, Kenya Bankers Savings and Credit Cooperative Society, and Rentokil Initial Kenya. Mrs. Chirchir also previously served as a Secretary of the Board of Trustees of a Staff Retirement Benefits Scheme.

She holds a Masters of Arts degree (Counseling Psychology) from Daystar University, a Bachelor of Arts (Business Management) from the University of Sunderland (UK) and a Post-graduate Diploma in  Human Resource Management (Jomo Kenyatta University of Agriculture and Technology). Besides, she has undertaken various other senior management training courses including Retirement Benefits Trustee Certification Programme conducted by the Retirement Benefits Authority (RBA).

Mrs Chirchir is a member of the Institute of Human Resources Management (IHRM) as well as a member of the Kenya Counselling and Psychological Association (KCPA) and licensed with Counsellors and Psychologists (C & P) Board. She is also a Certified Professional Coach and a member of the International Coaching Federation (ICF).

Acting Manager

CPA Beatrice Chelangat

CPA Beatrice is the Ag. Manager Unclaimed Financial Assets Line department. She is responsible for overall management of the Unclaimed Financial Assets Trust Fund, including overseeing compliance by holders, investment of received funds and re-unification to the rightful owners.

She holds a Masters in Business Administration and a Bachelor of Commerce (Accounting Option) from The University of Nairobi.  She also possesses CPA-K and is currently pursuing a Certified Fraud Examination (CFE).

Beatrice previously served as a Senior Auditor at Unclaimed Financial Assets Line department with immense contributions to not only the department but also the organization in her area of expertise. She also served as a Forensic Investigator at the Ethics and Anti-Corruption Commission, as an Internal Audit Manager at Chai Sacco Limited and Operations Officer at Equity Bank.

CPA Henry Taabu

CPA Henry Taabu holds a Master of Business Administration degree and a Bachelor of Commerce (Accounting) degree both from the University of Nairobi.

He is an alumnus of the Program on Investment Appraisal and Risk Analysis from John Deutsch International at Queens University, Canada and holds a Certificate in Roads Management from the International Roads Federation (IRF). He has over 21 years of experience in the Public Sector where he has held several responsibilities in Internal Audit, Financial Analysis, Financial Reporting and Budget Management, Treasury Management, Investment Management and Project Accounting.

CPA Henry is a member of the Institute of Certified Public Accountants of Kenya (ICPAK) and the Information Systems Audit and Control Association (ISACA). He is also an SAP Certified Associate in Financial Accounting and Certified as Trustee from the Trustee Development Program of Kenya. He has attended many other training programs both locally and internationally.

Manager, ICT

Francis Muchina

Francis is an experienced ICT professional with 10 years of experience. He possesses extensive knowledge in Project Management, ICT Security, ICT Management, ICT Policy, and Strategy Design and Implementation. Francis holds a Master of Science degree in Information Technology Management (MSc.ITM), University of Sunderland, UK through a scholarship by the Association of Commonwealth Universities; a Bachelor of Science degree (First Class) in Information Technology (BSc.IT), JKUAT; CCNA, Computer Pride; and AIX System Administration, IBM, South Africa. He is a member of the Computer Society of Kenya (CSK).

Senior Strategy Officer

David K. Masai

Mr. Masai is the Head of Strategy and Planning at Unclaimed Financial Assets Authority. In this role, he is responsible for coordinating corporate Strategic Planning, Performance Contracting, Technical Research and Quality Assurance (ISO 9001:2015) management at the Authority.

In his 15-years work experience both in Kenya’s public and private sectors, David has progressively built in-depth expertise in Policy, Strategy, Research and Business Development domains. He is a certified Change Management, Monitoring and Evaluation professional.

He graduated from the United States International University-Africa (USIU-A) with a Bachelor of Science Degree in International Business Administration (Magna Cum Laude) in 2008. He completed his Diploma in Project Management (Upper Credit) from Kenya Institute of Management in 2015. He is an MBA in Strategic Management (finalist) at Moi University and presently, he is pursuing a Master of Science Degree in International Relations at the Technical University of Kenya (TUK). He is a full member at Kenya Association for Public Administration and Management (KAPAM), Kenya Institute of Management (KIM) and the Institute of Directors of Kenya (IoD-K).

He has attended Senior Management Course (SMC) and Strategic Leadership Development Programme (SLDP) at Kenya School of Government (KSG); Research Methodology at Jomo Kenyatta University of Agriculture and Technology (JKUAT); and Leadership, Civil Rights and Community Development course at the University of Arkansas (U.S.A). He is an ABLI Fellow (2019).

Mr. Masai previously served as Manager- Enterprise Development at Rafiki Microfinance Bank; and Head, Strategy and Business Development at Industrial Development Bank prior to joining the Authority.

 

Manager, Procurement

Jack Gumboh, PhD

Dr. Jack Gumboh has over 13 years’ working experience in various industries. He has previously worked for ABSA Kenya, Essar Telekom Kenya Ltd., and Diamond Trust Bank, among others. Dr. Gumboh holds a Doctorate degree in Supply Chain Management from Jomo Kenyatta University of Agriculture and Technology, a Master of Science degree in Procurement and Logistics from JKUAT, and a professional diploma from the Chartered Institute of Purchasing and Supplies. He is also a Certified Professional Coach (Career Transitions Coach). He is a member of the International Coaching Federation (ICF), CIPS, KISM, and a certified procurement practitioner.

Head of Corp. Comm

Paul Muya

Paul is the Head of Corporate Communications at the Unclaimed Financial Assets Authority.

He holds an MBA (Strategic Management) degree from Jomo Kenyatta University of Agriculture and Technology and a Bachelor’s degree in Communication and Media Technology from Maseno University. He has also attended several other trainings both locally and internationally.

Paul has vast experience in the area of communication and stakeholder relations spanning 16 years in both the private and public sectors. He is a member of the Public Relations Society of Kenya (PRSK).

Manager, Audit & Risk

CPA Pius Kimutai, CISA

Pius is responsible for the provision of independent and objective assurance to the Board and Management that Risk Management, Governance, and Internal Control Processes are working effectively and efficiently and supports the strategic goals and objectives of the Authority. In addition, Pius provides advisory services to the Board and Management aimed at improving and enhancing enterprise risk management framework and internal controls.

He was instrumental in the establishment, operationalization and overall leadership of the Internal Audit and Risk department.

Pius holds a Master of Business Administration (Finance) degree and a Bachelor of Education (Business Studies & Economics) degree, both from The University of Nairobi.

Pius is also a Certified Public Accountant of Kenya (CPA-K) and Certified Information System Auditor (CISA).

Other certifications include Strategic Leadership Development Program (SLDP) from Kenya School of Government and certificate in The Trustee Development Program Kenya (TDPK) from Kenya College of Insurance.

He is a member of the Institute of Certified Public Accountants Kenya (ICPAK), Institute of Internal Auditors (IIA) and a member of the Information Systems Audit and Control Association (ISACA).

Pius has attended numerous professional training courses in Audit, Corporate Governance, Risk and Compliance both locally and internationally.

Pius has over twenty years of progressive experience in Audit, Banking, Finance and Accounting with a clear understanding of Internal Audits, Risk Management, Financial and accounting processes.

Corporation Secretary & Head of Legal

FCIArb., David Kamau

David is responsible for the legal, governance, and corporation secretarial functions of the Authority. He is admitted to practice law in Kenya and is a Certified Public Secretary. He is also a Fellow of the Chartered Institute of Arbitrators, London. He holds a Bachelor of Laws Degree from Moi University, a postgraduate Diploma in Law from Kenya School of Law, and a Master of Business Administration from Jomo Kenyatta University of Agriculture and Technology. David also holds a Master of Laws Degree from Robert Gordon University, Scotland.

As a legal and corporate governance professional with over 20 years of experience, he has held senior management roles in the private and public sectors in Kenya.

He is a Member of the Law Society of Kenya, the Institute of Certified Public Secretaries of Kenya and the Chartered Institute of Arbitrators (London & Kenya).
